Joyce Taylor is the Chief Engineer for the Maine Department of Transportation. She began working with the department in 1999 and has risen through the ranks holding several key positions. Chief Engineer Taylor started at the department by working in the Construction division as the environmental Engineer and has held various positions. including Bureau Director of Project Development until she became Chief Engineer in 2013. She has worked on various high profile department projects, most recently heading the Sarah Mildred Long project between Maine and New Hampshire using the CMCG procurement method.

Joyce Noel Taylor was the first President of Maine's newly formed Women in Transportation Chapter. She is an active participant of the American Association of State and Highway Transportation officials (AASHTO) Standing Committee on Highways. She is a member of the American Society of civil Engineers and serves on the Maine Board of Licensure for Professional Engineers.

She graduated from the university of Maine at Orono in 1986 with a BS in Chemical Engineering.

The Chamber's Women's Network meets monthly to strengthen business relationships, hear topical topical speakers and develop leadership. Women's Network, It's all about business and building relationships! This event is usually held on the second Wednesday monthly, excluding July and August. Early Networking begins at 11:30 a.m., buffet lunch at noon, speaker 12:30 and adjourn 1:00 p.m.
